I'm prepared with a mentally canned defense should a trooper stop me when I "run" a permanently red light. However, even tho my final defense would be an offer to prove my case by demonstrating the light's default, I'm sure that most cops take the rules literally. In my area, Portland, Oregon, the person to contact is the traffic control officer in the local Office/Bureau of Streets/Roads. The smart lights ARE adjustable for sensitivity. The tradeoff with sensitivity apparently has to do with false triggering from vehicles in adjacent lanes that may be occupying more than their own lane. You might also call your local police office and ask them for their recommendation, both as to what to do when caught in the situation by a light, and who to contact for relief.
