He's a safe driver because HE doesn't get hurt. He just causes others to react to what he's doing (possibly crash themselves). A cycle at 120mph in town is basically an unpredictable occurrence for the other drivers he swoops past. Unpredictable drivers cause OTHERS to have the accidents. Clever but still indefensible. (Example: the motor home driver who passed in a tunnel here in colorado and caused a collision between a gasoline tanker and a caddy resulting in the loss of 3 lives.
