There is enough grain shipments arriving in Ethiopia, but it sits in the ports because there aren't any trucks to carry it where it is needed. The LiveAid people intend to attack the transportation/infrastructure problem first and foremost, and let the other sources provide the bulk of the food. The LiveAid folks well recognize that a short-term solution is not enough, and they are striving to solve that problem.
