In Chicago, you can't call the UPS branch offices either, so you call their central number and they track your package to the branch office and hold it there for you. Also the UPS guy who delivers by me is good enough and has enough brains that if you are not home when he comes the first time, he makes a special effort to deliver after 4:30 the next day.
