In similar vein, in the decades after the failure of the British Navy to
preserve the Pax Brittanica, the French relied on their Maginot Line (another
purely defensive, simple to counteract, political pork-barrel boondoggle)
to preserve the peace.

As for your comments on liberals, I'm reminded of one of the early Bloom
County strips....

Milo (riding on his grandfather's shoulders):  "I think when I grow up
I will be a great liberal philanthropist."
Grandfather:  "Nah.  When you get older, you'll become a conservative.
It's inevitable."
Milo:  "Like senility?"
Grandfather (angrily):  "Like taxes, you little nit, like taxes!"
