Those interested in this topic should read an article about this in Science (26 July, page 367). It reports the views of David Parnas, a conservative, who has resigned from RR's advisory panel on Star Wars. As for the hardware, I'm willing to believe that almost every specific device mentioned so far can be built. They are all susceptible to effective countermeasures that can probably be built for a fraction of the cost.
