This is a really stupid and ineffective idea, says a person who knows people
who've died because a motorcycle hit their cars.  Bluntly, it doesn't require
that much energy to squish a person, and pedestrians and bicyclists can be
killed just as dead by a person on a motorcycle as by a person in a car.  If 
you're drunk and operating a vehicle, you usually aren't fully considering the
fact that you could end up dead as well as killing some other people too; fear 
of operating a motorcyle isn't going to scare anyone any more than the
anticipation of wrapping your car around a tree.
