   In some states a judge can find a lawsuit "frivolous" and order the
plaintiff to pay court costs and attorneys fees for both sides. Of course
if the plaintiff is flat broke and living in the state pen then you might
have a hard time collecting anything. Most of these type lawsuits involve
a plaintiff with nothing to lose and everything to gain by filing a suit.
Besides it adds some excitement to a normally boring day at the pen.
