When they go to court, they have to spend up to $10K for lawyers fees and time-off from work. The criminal that initiated the suit has paid nothing but filing fees (and sometimes not even that). The suit usually (but not always) ends in the criminal getting nothing, but causes the defendant spending a large sum of money. ... The lowest-cost thing to do would be to pay another inmate a couple-hundred bucks to kill the guy initiating the lawsuits. -- not that I'd tell a client that! No, that'd be illegal!" Hmmm...
