In an ideal world this might even work, but in an ideal world there wouldn't be drunk drivers in the first place. Unfortunately, this idea fails to take into account the attitudes of people who drink and drive. Most of them either believe they can drive safely, regardless of BAC, or just don't give a damn. I can see the presence of such machines giving rise to contests in which people try to see how high they can make it register or how high they can get their BAC before passing out.
