This happens most frequently to me when I try to enter empire when one of my 'bureaucrats' (as I call the scripts I run periodically using 'at' to update my country) is still running inside empire. One time, however, empire glitched and kept telling me that I was logged in even though I wasn't. Even running 'fixup' and making sure the the nation data file didn't believe I was on didn't help. (Isn't it amazing what one can do with the root password, the 'su' command, and the fact the the 'empnat' file in the data directory doesn't encrypt players passwords? :-) It finally believed that I wasn't logged on when all other players had logged out.
