It was a momentous day for Rachel Stockman. It was her 67th day and the day she discovered her hands. It is a magnificent moment when a baby looks up and sees those splendid things, and it dawns on her that they are attached to her and under her control, and she thinks: look out, world, what fun I can have with these. Rachel, who weighs about as much as the federal budget and is even more complicated, is David and Jennifer's first child and is a sufficient reason for David to want to leave one of the government's most time- consuming jobs.
