Either of these is rather frightening to the "average" person, and to _some_ people who have "been there." To others, it's like beating a masochist for "punishment". The "civilian" then either gets a BIG "fine" or "civil" settlement, and/or goes to jail, depending on the court... So who "wins/loses" the biggest? Hard to say. blues, II (shi dobu nan)
