robert objects to my assertion that "the same people that stop me from
calling my machine ucb-vax.berkeley.edu" will prevent me from naming my
machine decvax.

objection well taken; let me be more precise.  the same social processes
will keep me from doing so.  this is orthogonal to the authority issue,
after all nothing prevents a uucp administrator from giving his machine
a crank name, domain-like or otherwise (which is robert's point).
