this oddity (setuid-to-root on /bin/mv) was in System V Rel 1, but has
disappeared with Rel 2.  mv/cp/ln are now all linked together (which
has been historic, i believe).
	i suspect CT passed on the oddity in Rel 1 (as did we, in
System V/M68000) because that's what the makefile made happen.
