So would you really prefer to have received 378 copies of your 104 line article from the sites running your proposed new software? I don't think you can notify off-site senders without swamping them (unless you could be guaranteed that your nearest neighbors would do it). Also, unless this is a net-wide policy, I doubt this would work.
