it is trivial to set up a cron entry to unbatch news in the wee hours.
this being epsilon less than perfect, rick adams and i, independently
and simultaneously, added grade-dependent transfer to uucp.  amazingly,
our hacks are compatible with one another.  coincidences can happen!
rick's will be in 4.3; mine is, well, sitting in a 3b2 in summit nj,
waiting for bianchi to care.
