It is simple to have an entry in the sys file that mails all local
articles to you.  A line like:

SA:net,fa,mod,na,usa,ca,ba,atc,to.oliveb,local:BL:/usr/lib/news/sendnews jerry

causes all locally posted articles to be mailed to jerry (me).  Maybe this
should be required!  That way if the volumn of trash from a site became to
great then the SA would be the first to complain.
