In any case, I don't think there's any other appropriate place for the material that does get circulated here. Personally, I would prefer to see software automatically delete groups when they have been inactive for a set period of time (without deleting archives) and automatically create groups the first time traffic arrives for them. Within the current structure of the network I would not EVER want to see some other site be able to remove a group on our system.
