The novel is called "The Magic Goes Away".  It's Very good, and it is
consistent with "What Good is a Glass Dagger?" (I'm not familiar with
"Not Long Before the End").  Another book along the same line is 
"The Magic May Return", edited by Niven and containing stories by him
and others.  I haven't had a chance to pick this one up yet.
