Maybe this is because the Milwaukee and Chicago groups lobby very hard
during our channel 10 pledge drives, and seemto be very successful.  In
fact, it wouln't surprise me to find out that a lot of the money during the
pledge drives comes from the Dr.Who fans and people from the clubs manning
the phones, in all the right costumes...
