It's a transcript of every action OPCOM takes/processes. On a cluster it even containts part of the node init dialog that is done during startup and never get's printed. (the OPCOM's get together and decide to have a party, until one of them "dies".. Fun bunch or programs..) You can read it as long as you fool RMS into giving you access to the file...
