VMS up to 4.1 inclusive allows a max of 10 files to be opened at once in DCL
procedures.  As well as being rather a low limit, any attempt to open an
11th file causes the procedure to exit immediately with no indication at
all that it has failed.  Very nasty.

Does anyone know if there's a way to increase this limit?   
And is it fixed in 4.2?
