They are supposed to supply close-in ground lighting directly in front of the car ( A line of light underneath the normal headlight pattern ) without a great deal of reflection (off the fog) back into the drivers face. If aimed too high, they should be annoying to the driver as well, when used in fog. This months Road & Track has more info. If the lights bounce they are not fastened well.
