Driving home to where I live, requires bright and/or fog lights, in that I am usually going thru the clouds and down again. Also, a rule of the road I drive is when someone flashes their brights behind you, they want you to move over. I drive a commuter road that is windy and mountainous and have rarely run across a commuter who does not use that rule. However, the tourists, now that is another story. They will go 20 mph on a road that commuters drive at 55 mph and will not move over even with brights left on, honked at, or whatever.
