I am not quite sure of the law, but the cop who gave me a warning said the following: "If you drive with the windshield down, your head must be fully protected, especially the eyes (i.e. full helmet)." I am not sure how different it is driving a motorcycle without a helmet, vs. a car with the windshield down.
