beats me, but I will tell you this...  I followed one of those the other day
for about 20 minutes with my Escort pinned all the way.  When I got to work I 
phoned: the FBI, the Highway Patrol *AND* the FCC. (of course I had his plates)
"not our department", "*WE* cant do anything", and "well we only get to 
Cleveland about twice a year..." respectively.  These babies *transmit* illegal
signals and *are* illegal.
