     Does anyone know of a way to carry a small dog (~20 lbs) on a
bicycle touring rack?  It would be nice if the dog could have her
head free (don't suggest a box with a lid), but it should restrain
the dog's movement enough to prevent sudden shifts of weight.
Something inexpensive and simple would be nice.
