     Several years ago, there was a "great purge" on our campus due to some
tremendous cheating problem in one of the departments.  Among other things,
the particular administration involved was worried about those term papers
which one can purchase for $10, so they threatened a "mail watch" whereby
they would see if you received any mail from one of the organisations supplying
the ready-made term papers/theses/whatever.

     I'm extremely curious as to what circumstances are mail watches and
this other business about seeing who you call (by phone number) is legal.
