Here are some changes I made to the emacs.tex (& botex.tex)
to get the manual to print on
our machine.  I made some changes to get more printing on a page.
These are in addition to the changes previously posted (changing
font names).

In emacs.tex:
@tolerance=10000 %addition at top of file after \input botex
@center {@titlerm GNU Emacs Manual} 
@hsize = 5.9in
@parskip 9pt
@baselineskip 11pt

In botex.tex:
%\advance \hoffset 1in  - comment out
%\advance \voffset 1in  - comment out
\advance \hoffset 0.3in

I get a document that is 186 pages.

I still have 2 problems (the 2nd is probably due to me knowing
very little about TeX).
  1.  There are a couple of long lines where setting tabs are
      explained.
  2.  The heading extends .3in too far to the right
