Note that circuit busy conditions can exist at both the originating and terminating ends of the circuits, which seemed to be the case in many instances on TAPR day. About 10K call attempts/hour were being logged to the TAPR number. Note, however, that a couple of hundred people with daemon dialers can easily achieve this call count. --Lauren--
