Regarding rrizzo's article:  I know a person who works in that NH Division 
(which covers more than foster care and adoption) and have been told there are 
social workers who intend to ignore the "decree" (mandate, recommendation). 
Since there may be some net interest I shall see about "interviewing" this
person and try to convey some more substantial inside info.
