Several times over the past months my site has received a newsgroup
creation message for some group, followed in a day or two by a removal
message for the same group.  Occasionally this recurs several times.

Aside from being silly, this is a waste of time for SAs who choose
to have creation and removal done manually.

Please use this group to hash out whether or not we need the group,
*then* create it and have done.  That's what this group is for, right?
