I see only one major problem with your idea of a monitor for each newsgroup: It is easy to weed out multiple redundant postings of answers to questions in, say, net.unix-wizards or net.puzzle. It is NOT easy to weed out what is 'good' and what is total trash from the rest of the groups. Unfortunately (someone correct me if I am wrong) the massive loads tend to come in newsgroups like politics, flame, jokes, bizarre, etc. that are not easy to moderate (spelled w-e-e-d--o-u-t). You might get some volume reduction just from the fact that people know they are going through a moderator -- perhaps more trimming of quoted material and less ranting and raving; but I think that this would be too small of a stopgap measure to be worth the trouble it would cause.
