The suggestion was for a monitor, not a moderator. A monitor would look at messages that have been posted and note abusers of the net. This is a task that could be divided among several people for large groups, I suspect (split up by date, site, topic, whatever... on any given (large) net there are usually only a few topics under discussion, so spliting it up by topic with one person taking "all new topics" (and parcelling these out to other people when they become major topics) should work).
