It is absolutely vital to have your animal spayed or neutered. It is not cruel, but a kindness. Here in Denver, the figure is unfortunately not half that is destroyed at the Denver Dumb Freinds League (Humane Society), but 70-75% according to their newsletters. As for declawing, I would strongly recommend a tight-weave carpet- covered kitty-condo or scratching post, as my cats who were going for the stairway carpeting, took right to it.
