Lines: 13 Mr Wuersh, i'm sorry to inform you, but Cuba DID permit emigration before the great muriel exodus. There were two official flights per week out of Havana via Pan Am that were used for this purpose. The problem being, if one wished to skip out, one had to give everything to the state. The idea for these flights was to cut down on highjackings and was an agreement between the State Dept and the Cubans. The flights also worked the other way. One could conntact the State Dept and ask to be sent to Cuba. The only problem being was that Cuba had to agree to taking the person. T. C. Wheeler
