What non-humans we see on the imperial side are more in the nature of auxliaries rather than full imperial citizens. The rebel forces consisted of human colonists and non-humans that are chaffing under the restrictions of the empire. Also remember in 'Return of the Jedi' there were many non-humans in the rebel forces. Joel Upchurch
