I think what Kirk meant when he talked about risking using warp drive while still in the solar system referred to the fact that the new engines had not yet been tried at warp speed. Ordinarily, their first trial would take place in interstellar space, lest a matter-anti-matter imbalance cause an explosion that could shower antiparticles onto inhabited planets and throughout well-travelled space lanes.
