I think that the folks on "TJ Hooker", and maybe also Cagney and Lacey, also wear their seatbelts. So, it isn't completely unheard of. I think there was an attempt to convince the makers of "Mickey Spillane's Mike Hammer" that Hammer should use a seatbelt, but the makers felt that it would be out of character (not "macho").
