This is considered to be about the same as a "mail watch" where the post office keeps track of return addresses on mail to a particular point. In both cases, I suspect that only the particular entities specifically authorized (i.e. telco and post office) have the appropriate permissions for such activities--I doubt if the permissions extend to the public at large. I'm speculating on the details of this point, so don't take this message as gospel. --Lauren--
