BINGO!!!! Speaking from personal experience (my older brother is a member of the LAPD), he told me that when he was assigned to a particular area to patrol, in the morning his partner and he would park at a certain spot and catch all of the harried businessmen late for work/lunch/meetings/whatever speeding even just A FEW miles over the speed limit. I'm not trying to justify his actions, just letting you know that there really is no set method for determining if you're going to get ticketed for speeding.
