It is legal for motorcycles to drive between lanes if the traffic is backed up and not moving. If the cars in traffic are moving, then the motorcycle is not supposed to pass them by driving between lanes. I think the rule has something to do with the fact that the bike engines are air cooled and over heat if the bike is kept idling for too long. -- Deepak S.
