Looking at it in purely monetary terms, the decreased insurance cost (most of which would be pocketed by the insurance companies anyway, probably) would be offset by the increased cost of new cars and increased cost of law enforcement. There's enough red tape ALREADY involved in owning and driving a car, please let's not have any more.
