Where I have taught, we were warned that unilateral action by a prof can constitution depriving a student of his/her rights without due process of law. Apparently, this has been upheld in court. Do not your Universities have Codes of Academic Honesty or some such sets of rules by which a student can confront the accusor and the evidence and present his/her side?
