In order to use it you must paste the two pieces back together after removing extraneous headers etc. from both. If you're on the ARPAnet you could just ftp the file /u2/emacs/diff-16.56-16.60 from mit-prep (now mit-prep.MIT.EDU or something like that in places where the domain police run things).
