A more personally directed sort of maneuver is to call the offenders over the telephone and ask them to stop playing it so loudly as it is causing extreme discomfiture at your location. As soon as the volume is returned to its original level, set your computer to auto-dial the offending telephone number every minute or so until the noise is again reduced. Even if this is more Pavlovian than you might normally be, you will have trained your neighbors to turn it down as soon as the phone rings. ***Note: Make sure that the computer re-dials the number after every answer until the music is turned down. The silence on the answered line is further conditioning as to what is desired behavior.
