One can come up with many examples of mistaken identity, personal grudges, etc. where a citizen was abused without having done anything illegal. If it is legal for police agencies to get this (e.g., dialed number) info, then let's be up front about it. There shouldn't be an "expectation of privacy" if it is not private info.
