How about you NEWS and MAIL gurus out there implementing some kind of reverse-charging system specially for this purpose? Perhaps a newsgroup '*wanted*.followup' which will be reverse charged ONLY if the sender of the corresponding article posted to the '*wanted*' newsgroup has authorised that PARTICULAR sender to send the followup articles.
