In partial response to the question about a  VHF amplifier design....

I suggest that you look in ARRL Handbooks, or ARRL VHF Handbooks. There
was such an article perhaps 10 to 20 years ago, using a 4CX250, etc.
Another possible source is the publication(s) of the RSGB.
